• those with at least four wheels used for the carriage of passengers and comprising no more than eight seats in addition to the driver's seat;
• those with at least four wheels used for the carriage of goods and with a maximum weight not exceeding3.5 tonnes.

Provides identification of a vehicle in a consistent form without the need to have access to the vehicle. It specifies the visibility and secure location requirements for a visible vehicle identification number to be applied under the control of the vehicle manufacturer.
