This document provides guidelines for the definition of a reliability program at nuclear generating stations and other nuclear facilities. The document emphasizes reliability programs during the operating phase of such facilities; however, the general approach applies to all phases (e.g., design, construction, start-up, operating, and decommissioning) of the facility.The purpose of this guide is to describe a basic framework (i.e., the program elements, guidelines on implementation, element interaction, and their scope of application) directed at improving nuclear generating station and other nuclear facility performance through the effective implementation of reliability programs. It is oriented toward facility availability, encompassing balance-of-plant and safety equipment. Effective implementation of these guidelines should also improve facility safety by reducing challenges to safety systems in addition to enhancing reliable operation of the components of those safety systems.
